Yes you can limit them but really you can probably find an argument to limit everything. Forts are useful but a player will probably find a way around them. However it is like 5-10 times cheaper to build a good defensive army then a good offensive one. I have a 3 line defence, the first line is behind a river with the second line behind the first line and the third line behind the second line. Im building forts as Soviet, basically my only way to keep the Germans away as I only got 40 military factories but like 125 civilian factories. Then just drive your tanks around and win the game.' Next assign your general, Von Manstein (I think) is the best general for this as he has panzer leader and fort buster which gives a further -20% to forts.ДЇinally get your planning bonus and attack. Remember you need a tank division for each province you are attacking from +1 for the originating province (as that will be 80 width). 6 medium tanks with 4 Motorized 4 SP ART and 4 TDs is the best balance here and when attacking on plains with the planning bonus and a good general can get over 2000 soft attack. 40 width works best here to get the most org per width and you need a division with very high hardness and armor and breakthrough, naturally this is tanks. Pick a province, say Alsace in France on the Maginot line, that can be attacked from at least 4 directions. Forts become exponentially less effective the more directions they are being attacked from. Once you have that you need to find the province you want to attack into. You need enough CAS to get them down to around a -40% penalty, which is only about 4 or 5 hundred.
